Only Miniature Horses, NOT ponies
I think their limit is 34 inches tall. At least it used to be. I haven't checked lately to see if that is still the ruling! My friend has 2 that are 27 inches. What Breed Of Horses Are Considered Mini? There is an actual breed known as the Miniature (mini) horse. They are unrideable, as they are too small. I think, though, that they can pull carts.
Other horses are just ponies. These include Shetlands, Hackney Ponies, and the like. These smaller ponies can be ridden by very small children. Any of the larger ponies (up to 14.2 hands high) are still considered ponies, but can be ridden by larger children and junior riders. (I ride one currently!)|||Miniature Horses are considered Miniature Horses. There is also a breed called the Falabella from South America that is considered a branch of the Mini Horse family.
In addition most horses 38" or under can be registered with the AHMR as Minis, regardless of parentage.|||Miniature horses are their own breed. There are 2 major mini horse registries with their own height requirements/categories. Mini horses measure less than 34" at the withers as adults, they are smaller than ponies (ponies measure 14.1 hands or less...a hand is 4"). The American Miniature Horse Association and The American Miniature Horse Registry both have informative websites.
