I want to create my own like mini internet for me and some friends, but is it possible? If so how? How much do you think it would cost?Is it possible to create your own mini internet? That depends on what you want from it.
If you just want to connect a bunch of computers together for file-sharing and printer-sharing and playing multi-user computer games, then it's a piece of cake. Just get a Network Switch with enough ports to handle each machine, and a Network Cable for each machine. Connect each machine to the switch via the cable. On each machine (assuming Windows), run the Network Setup Wizard. Put each machine into the same Homegroup or Workgroup, and give each one a manually-selected IP address of the type, 10.0.0.XXX, where each one gets a different number between 10 and 100 in place of "XXX".
A Network Switch with 8 ports can be acquired for under $100, and the cables around a few dollars a foot, depending on the retailer. Shop around, and you can get the switch for less than half that, and less than a dollar per foot for the cables.
Now, if you meant can you get Facebook and Google and Restaurant Reviews and Real Life World of Warcraft and the like, well, that's going to be fairly close to impossible without hooking up to the Real Internet. Is it possible to create your own mini internet?yes, it is called an intranet:

but it is likely something that is well above your computer skill level
